My 3.5 yr old is not the best eater. She will complain she's hungry around 4. I give her a snack earlier like 3. Supper is at 5 where I have to fight with her to eat. Then after her bath at 6:15 she's complaining she's hungry again. Bedtime is at 7. How do I break out of this habit and get her to eat at meal time? I will only give her a snack of fruit or veg after her bath if she really asks a lot. But I want her to eat enough supper so she won't complain about being hungry later. I also feel that if she's asking then she must really be hungry. This is also a new thing. Any ideas to get her to eat properly?

I would always save supper if my kids didn't eat/eat enough. That way when they complained how hungry they were later they weren't getting a snack they were getting dinner. Eventually they just started eating when it was presented the first time.
