Tired kids are kvetchy kids. That's the motto in my home. In your case a tired kid is a trouble maker. Kids can't function normally when they're tired. Waking up at this age is unacceptable. A child of health weight should be sleeping through the night at 9 months to a year. So long as you know she is eating enough you can buy a tent for the top of your crib and place her inside and close the door. She will learn. Continuing in this pattern will never allow things to get better. If she sleeps a full night she will be a different child.
Buy noise makers for everyone else so they can sleep. If you and your husband lose out a few nights you'll manage. You MUST get this aspect under control or her day time behavior will never change.
Good luck,
