Basically, I have a free cell phone and cell phone plan. This is because the state I live in offers it to medicaid eligible adults. I have had this phone for close to 6 yrs (I think that long). The phone that I got (for free) is a plain phone that makes phone calls and receives texts. I am thankful for that since as long as I have a working phone when I am out I feel safe. We are thinking of disconnecting our internet at home and I don't want to be completely out of touch. Does anyone know if I can transfer my SIM card to a smartphone?

We just did that. You will probably need a new sim card but they have a machine that can transfer all the data from the the old card to a new one which fits in the smartphone.

A smartphone needs either wifi or data to connect to the internet. None of the safelink plans include data, and if you don't have internet at home, it would not have what to connect to...

Sorry, you will need to change to a more expensive data plan.
