Can I put my 2 yr old in this dress for the fall/winter? With what shell and tights?

for the winter? you said 2 year old but you also said tights so I assume it's cold weather.
I would pair it with a pretty ribbed pale pink turtleneck. as for tights, here are some options I found:

Thanks! I didn't think ribbed tights are nice enough for Shabbos. Can I just pair the dress with a black shell and black tights? Or will that not go?

I would do black shell with black ribbed tights. Nowadays everyone is wearing the cotton tights on Shabbos- especially the design ones because of all the colors.
