I have a cabinet in my hallway that is currently used for linens.
The toys are stored in my daughters' bedroom in a shelved closet.
I am considering swapping the 2 cabinets so the toys are not in the bedroom creating a mess.
My "problem" is that the current linen closet is deep, 2 feet deep.
I am afraid that if I just put the toys in the cabinet the toys in the front will be used and everything in the back will remain untouched, or the toys in the front will be dumped all over the floor to get to the toys in the back.
Any suggestions?
(we're not really good DIY people)

Best thing!
Every few months you move the toys around so the kids have "new" toys when they get bored of the toys in the front.

would putting toys in bins be helpful?
the soft 12x12 cube bins or rubbermaid type?
do I put self contained toys (like the tea set in the teapot) in bins or do I leave them on the shelf without bin?

You'll have a neater closet if you put the toys in bins. I'm a big fan of toy bins😄

No problem 😊.
I do think it's a matter of preference though. It's more how you think you will like it.
Everyone has different housekeeping preferences and what works for one may not work for another.

Try large bins like these: Husky storage totes
They come in modular sizes and are clear so you can see what's in them.
Or if your linen closet has full front access not blocked by door frames, pull out drawers could also work.

I happen to have a lot of empty containers like that but they're too big. That size would only allow me to fit one of those on each shelf and leave me with dead space that is not utilized
