Here is an interesting 0p-ed by Elliot Resnick (who used to be a kid in my car pool back in the day) that states that a person could be entirely within the halacha but not be a very good person.

Of course you can be within halacha and yet still be a jerk.
That's what learning mussar is for!

This is nothing new. The Ramban had a term for this- naval birshut hatorah, a disgusting person within the bounds of the Torah.
