I was wondering if you could tell me if this is normal. I was noticing on my band fall that by the band, there are some very short little hairs. There are similar very short ones by the neck. Is this normal on a fall?

mine also has these little hairs poking up, actually at a lot of parts along where the hair is sewn in.

I don't know about a fall versus full shaitel per se.. However, I asked 'shevy' when I bought shaitels why there are little hairs (I found it annoying/irritated skin a bit) and she said it holds in the hair better..
After a while I got used to it and it does not bother me. Also you can wear a shaitel grip under and then u should not feel it.. if that is the reason you are asking.
