Spot it is definitely not a toddler game. Maybe Pre-K and up.

I've played spot it with some 2.5-3 year olds and they love it. But I definitely don't think it's something all kids that age can enjoy. We love kapla blocks and we actually bought a cheaper version in Israel, though I don't remember the brand. At that age they also often enjoy dressing up- police man, fire man, doctor, construction worker, etc. A set of pretend tools with a battery powered drill and large screws is also fun. Lots of boys also like playing with a doll house.
