I buy new ones every year. But if not, try cleaning it with some ajax and then dishwashing soap.

In the dishwasher in a special holder for Bottle nipples. Or soak in water with mr clean for a day.

Soak them in water mixed with ammonia.

I let it soak in hot water and dishwashing soap. Then use steel wool on burn marks. It comes off pretty easily without much work involved.
