It's a quote from Yoda. Jedi wise wise man, err, wise something and mentor of young Jedi wannabes. What he means is that when you say "I'll try" you are already planning to fail. To succeed, you must be absolutely determined to succeed. You say "I shall!" not "I shall try"; "can do" not "let's see if I can do".
