Downgrading from Windows 8 to Windows 7, Anyone Did It?

I need to downgrade my Internet Explorer to either 7 or 8 (don't ask Crying

) From what I read online, the only way to do this is to first downgrade my OS from Windows 8.1 to Windows 7.

Has anyone done it? Do I need a tech? Does it cost money (other than the tech)? Will I ever be able to upgrade back to 8 w/o paying more $?
