My sister in law is in seminary in Yerushalayim and I would like to have a cake from a bakery, or a similarplacee, delivered to her. Please let me know the contact information of such a place. Thank you!

Try Gili's Goodies. My parents bought me a cake from there for each of my 2 years in seminary. They specified for it to be Aida HaChareidis, so the cake itself was either from Angel or Berman, but delivered and ordered through Gili's Goodies.

I heard very good things about gilis goodies, but I don't want to spend $65 minimum. They are expensive. I wanted to stay near $30.

The Brooklyn Bakery -specializes in American style birthday type cakes (among other yummy treats). Prices are affordable too. Such a cake will probably cost you about $15. Better and cheaper than Angel/ Berman/Ne'eman or any of the large bakery chains.
I have a feeling though that they don't deliver. Maybe someone can pick it up for her.
I wouldn't order a birthday cake from Pe'er. They do amazing challot and some good yeast cakes and savory items but b-day type cakes are not their thing at all.
