I saw a 2 bedroom apartment in swiss mountain/belgian hill neighborhood, for $900 excluding utilities. does it make sense?should I negotiate? its new condition.

Seems pretty reasonable if its in nice condition which I would assume it would be. Belgian Hill is a new neighborhood and the houses wouldn't come with basement apartments so I would assume they would've just put it in.
Chesterfield (the development just before Rt 70) has apartments going for $975 - $1050 so I would assume its within the norm for the area.

Its really not a central neighborhood so although $900 is fair, you may be able to get it for a bit less. Chesterfield is near but not close enough to Chestnut to be in Chestnut. (think Kensington/Boro park)

Belgian Hill is not a development, its regular private houses so you are not renting the same thing as you are in Chesterfield which is a development (think a few hundred families, a shul, a Rov......)

Chesterfield is near Chestnut. When heading south down Rt 9, instead of turning left onto Chestnut St, you would continue past it for about 100 feet, and Chesterfield is on the right, right off Rt 9.

Belgian Hill is a different neighborhood, though - it's by Rt 70 and New Hampshire. It's not a development; it's all pretty new 1-family houses and it's just turned over to a frum block in the past few months.

$900 for a 2-bedroom non-basement apartment, in a nice home, brand new, sounds pretty reasonable to me.
