Has he been walking unaided for 4-6 weeks? Otherwise they recommend very soft leather slipper type shoes, similar to robeez. In fact, many experts now say that until age 2 soft leather is best anyway. They wear out easier but they are cheaper too. You can buy them cheaply online.

Gali is at the mall for sure, but several other locations, too. But they're not exactly affordable, just well made.
I wouldn't spend more than 60 shekels on a pair of sandals for that age. They don't have to last past the summer.
