The reality is over 13 million gallons of water are pumped out of the NYC tunnels daily. Many of the pumps and pump stations were built early in the 20th century and haven't been replaced with contemporary equipment. Keeping Manhattan dry is a poorly funded stygian task. Engineers have continually been concerned about major multiple pump failures and rising storm water. Any time the city receives over 1" of rainfall, some pumping stations have to be shut down since they cannot handle the load.

After Sandy there was talk about funding replacement pumps for over 100 stations but that didn't happen. Engineers agree that harbor barrier like those used in the Netherlands can help during storm surges, but there isn't the money (billions perhaps trillions in todays dollars) to fund such a massive project.

(Note: I'm a nerd when it comes to the hollow streets of Manhattan and the century old efforts of the sand hogs that keep the city dry.)
