Can you just improvise and throw in an egg instead? I can't imagine why broccoli kugel needs mayo! I'm sorry I don't have a recipe, I just sort of wing it - chopped broccoli, a couple of eggs, some breadcrumbs or matzo meal, salt, pepper, onion powder, garlic powder. Line pan with parchment paper, bake hot.

You can just use steamed broccoli, a bunch of eggs and spices.

I make the cauliflower Kugel from "Spice and Spirit" with broccoli
1 large head cauliflower
2 large onions, diced
4 tbsp oil
1/4 tsp pepper
2 eggs beaten
2 tbsp matzoh meal or wheat germ
1 tbsp corn flake crumbs
Steam cauliflower and mash
Preheat oven to 350
Saute onions in oil.
Mix all the ingredients together except cornflake crumbs
Place mixture into greased 9 inch square pan. sprinkle on top with cornflake crumbs.
Bake for 45-60 min

I make a really light version of broccoli/cauliflower kugel: frozen broccoli and cauliflower, egg whites, a little bit of milk (or almond milk), onion powder, salt, pepper, garlic powder. Sometimes I add some chopped up onion. It's so easy and super low calorie. And it still turns out really yummy.
I guess this is more of a souffle then a kugel though.
