Throw it out. It's scraps of fish to start with and really not worth the risk.
Sorry.

Read a story once about a kid who got botulism from fish sticks left out.

Sorry.

I don't scare easily with old or left out food but fish I would toss.

Botulism is caused by a bacterium that can grow in many different places.

Does the rule of chucking food left overnight apply to a fresh closed frozen box of fish sticks left on counter overnight?

Toss as others have said.

FWIW, botulism grows in anerobic environments - those which aren't exposed to air. That's why improperly canned non-acid stuff is risky because the botulism spores aren't killed and then multiply when the jars or cans are sealed.

They can also actually grow in large pots of certain foods if not reheated properly. If the mass of food is large enough the botulism organisms in the center aren't exposed to air even if properly refrigerated. That's why it's good to properly heat foods especially if you have chilled in a large container.

Honey I think is dangerous only for children under 1 because botulism if present is in very small quantities which are dangerous for infants but pose no risks to bigger people.
