My 3.5 and 4.5 year old children often wake up before DH and me. They leave their room pretty quietly and go to play (in another room of the apartment, on the same floor). Sometimes they'll come into my room to ask me something and then go back to playing.
Is this neglect? Should I be training them to wake me up when they wake up? Training myself to wake up when they do?

I think there is a big difference between 2 and 3.5.
I would do and have done what the OP of the other thread is doing with slightly older kids. A two year old is a bit too young to be left alone.

I let my 4.5 year old play in the living room when im not fully asleep just not ready to get out of bed yet. Chas v shalom there was an emergency I would be up in seconds. I will not let him play while I nap with the door closed. That makes me too anxious.

IMNSHO, the bigger difference is between 3 and 4-1/2. The 4-1/2 year old has better impulse control and a better understanding of right and wrong. S/he's much more likely to alert you if the younger one does something dangerous than is a 3 year old.
That said, I'd still be nervous. I'd make a rule that either (1) they have to alert you when they're up, so you can crack the door and let them play while you doze (not sleep deeply), or (2) after using the bathroom, they can play in their room (presumably childproof, leave enough toys for them to enjoy).
