Stickers, foam shapes with peel off backs, crayons, paper.
Play dough. Melissa and Doug reusable stickers. Water paint or the coloring books that have it built in.

Collaging (cutting and pasting) - can be done with just construction paper, or various craft supplies, such as tissue paper, textured paper, pipe cleaners, feathers, pom poms, buttons, felt, etc.
