Normally in an email you write "Dear" whatever person's name at the start.
What does it mean if someone writes "Dear (person's name)" with a full stop.
For example:
Dear Hannah.
Thank you for your email.
I am available to meet you at such and such time.. etc etc

It means the email writer has not read Strunk and White, Chicago Manual of Style, or other grammar book.

I am curious to know what the OP thinks it means when someone uses a period instead of a comma. Is this some super-secret code? I see typos on imamother all the time. Are there hidden meanings to all of them? I have been so naive...

It means they think you are awful and they hate talking to you.
No seriously... What could it possibly mean?! It's either a typo, or they don't really pay much attention to the particulars of grammar.

On another note, is anyone else under the impression that emails are considered less formal and, therefore, should generally NOT begin with "Dear"?

Generally even in business or public service Dear so and so is not used for emails, it is reserved for formal letters.

Some autocorrect will put a period when you hit enter. So really they didn't punctuate at all. If you just hit enter between sentences then you could just ignore punctuation. And confuse your readers.

I've come across all sorts of people who don't know proper email etiquette.
For example - a certain person I work with always starts his emails with
"Hi." Even when we are in the middle of a back and forth conversation...
