I would love to get my Husband a nice gift for Yom Tov. Our financial situation is tight, so nothing expensive, but just a small thing to convey my happiness with him and wishes that this will be a good year...
Any ideas?

photo book of past year - takes time and $$ (20 or 30 although there always coupons)
free gift - make a list of things you like about him (this was posted here in the past, search for it)
or sit down and write 52 post it notes (or at least 30) with little loving messages or have a good day, etc and every day stick them somewhere he can find it
if he has a calendar or planner, you can write a note in each week

a) what does he /need/ anything that he's been putting off buying for a bit?
b) what does he /want/ anything but won't buy it bc of finances?
c) what does he /love/ that he will always enjoy more of?
any of those answers will do, perfectly.
we don't know him at all, so we can't really tell you, unless you tell us a bit more about him.
but I always find that the best gifts are one of those three.
