I understand that there is no Beis Din to give punishments today but did the Torah freeze in time and hope no one would do any wrong meanwhile? How can we live with such moral ambiguity and powerlessness?

The rabbonim are the one's frozen and powerless. If you look at how judaism was formed over time, you see that it was meant for Emes. The rabbonim did their best back in their days, but the rabbonim of our days are failing their jobs. Unless you look to the left.
