Applying to Nursery... help! LA Mothers especially!

So I was wondering at what age (my eldest) would be starting school. I wanted to send DC to YAYOE (Ohr Eliyahu)... What is their cutoff for starting school? I was thinking in regards to nursery... do they have to be 3 on September 1 or November 1 or December 1 of that year? Different schools seem to have different dates... While kids do not have to technically go, I heard that there might not be room in Kindergarten or Yesod for them if they don't start earlier. How true is that?
Plus, looking at their application (which doesn't say anything about ages for children!!) they have a bunch of different fees. Not only do they have tuition but they have shul dues. Do they do that so it is tax deductible? And the parent's hours... how easy is it to fill 30 hours? Are there lots of opportunities?
Also, how "easy" is the scholarship process? I know it is not good until Yesod but I was just wondering. Not sure if we will need it but once I am asking LA moms anonymously why not try to find out?
