Relatively.
Off the cuff you might find the Mossy Creek series, and The Guernsey Literary and Potato Peel Pie Society satisfactory.

How about Betty Neels? Now deceased, she used to write for Harlequin, and her style was quite chaste. (Anon because it is well known how much a certain family member loves these books).

Some of the books by Daphne Du Maurrier are fairly clean, romance, if you go for her old-English writing style. Rebecca is a classic.

Assuming that you're looking for light reading, not classic literature (which is great but doesn't satisfy the same need at all), search on Amazon for "sweet romance". Just check to make sure that whatever you're getting isn't Christian (although depending on the book, sometimes that part isn't too obnoxious). Scroll down to the product details and check if the book is ranked in "religious or inspirational fiction."

Danielle Steele's books are usually clean. Susan Wiggs is relatively clean. I know there are more, just can't think of them now.

In frum literature. the excellent (and only) frum romance novel I have read: Sun Inside Rain.

I love the books by Sophie Kinsella and Jill Mansell. They're light, fun, romantic and totally clean. there's always a happily ever after, if you like that kind of stuff (which I do! There's enough of not happily ever after stuff in real life!)
