9 is a stretch to be below the age of chinuch. I have heard of a very small child being able to carry for themselves, but I would think that applies only up to age 3 or 4.

As for Bobov "carrying" it is because their community acknowledges that there is a eiruv in BP, but still do not carry. They therefore allow children to carry for themselves or even to push a carriage up until age 9 because they accept that there is an actual eiruv there. |
They allowed it even before there was an eruv.
The eruv is relatively recent, -less than twenty years old.
My husband's family is Bobov and they all grew up without the eruv and still carried until age nine.
My parents are not Bobov, but I had many Bobover neighbors and I also remember them carrying before the eruv.
