I have metal measuring spoons that are washed in my dishwasher together with fleishig dishes. Can I use them to measure cold ingredients for a dairy cake (not using them for the actual dairy ingredients just the flour, sugar etc)

yes. If they're cold, there's no transference. Technically, you can even do the milk, but I definitely wouldn't.
