Both. It's cheaper, more enjoyable and easier to apply. You remove it with a coat of paint.
You can personalize more too.

When we bought a 100 year old house, we got a few different estimates from painters. All recommended wallpaper for the walls, as it was a more practical solution than skim-coating the walls & painting. They all said wallpaper would look better as they couldn't guarantee that painted walls would remain crack-free.

They told me that wallpaper would last for years and they were right. We only painted the walls where there were brand new sheetrocked walls.

There used to be a store on New Utrecht Ave in Bklyn that has since closed down. They had a beautiful selection and we're very glad that we went that route.

not into wallpaper ... even though I hear it's making a comeback

even when using it on only one wall, I find it too busy ... rooms are busy enough with decorations

as a handywoman/painter I would never put wallpaper up on someone's walls - especially if the walls were just fixed
