What are the logistics of planning a bar mitzvah ON A BUDGET in yerushalaim from NY? Preferably in Rechavia (a lot of the attendees live nearby); Kotel option would also be nice. Basically what we have in mind is a Shabbos so Shabbos meals and minyanim.

Logistics to consider:
1. Where will YOU be staying? (Consider renting an apartment/AirBNB rather than a hotel.)
2. Assuming that "attendees" means family & friends, do any of them have a good enough relationship with their shul that you could do it in the shul? Many shuls rent out their halls for seudot on Shabbat; then it's a question of who to bring it to cater.
3. Catering - is not going to be cheap. For breakfast & seudah shlishit (assuming you are making a full Shabbat) you can do a big order from a supermarket - salatim, pitot, fruit, veg, tea/coffee/milk/juice (mix and match per meal) which will be cheaper than having it catered. Don't forget disposables!
Kotel - reduces your options for where to stay and also may require some of your guests to find accommodation outside of their own homes.
