Most Lakewood day camps follow Rabbi Forcheimer who says after primary a girl should cover elbows and knees. You don't have to agree but you don't have to send to those day camps.
In Flatbush, for example, Rav Belsky ( I think ) said age 7 and that is what most schools and day camps follow there.
In more chassidish circles, most rabbonim hold that over age 3 a girl should be covered.
According to this, if you hold age 3 requires tznius then a man would not be allowed to make a bracha in a room with a girl who is uncovered. This is why chassidish shuls wouldn't allow a young girl with short sleeves into shul. They hold that it's erva and they cannot be yotzeh daavening.
Every place has their own minhagim. Noone is saying what you must do in your own house but this is the premise for the rules.

Op, in case you do decide to get your dd some new clothing you can check out Kidichic on 2nd, off Clifton.
They carry 3/4 or long sleeve summer tops that can supposedly be worn without a shell (check the exact necklines and see if they work for your dd) and are relatively inexpensive.
They also have very soft cotton shells, as well as Lycra, modal (or rayon, don't remember which one). Their cotton shells are $8 or $9, which is probably one of or the cheapest in town.
