Is there a public library that I can get a membership to if I'm not a resident? Or are there any Jewish libraries that is affordable and has convenient hours?

There is a wonderful library in Monticello. you pay I think $35 for the summer if you are not a resident and then you can borrow a nice amount of books each week. I think it was 6 adult books and maybe 20 children's books something like that. it used to be in a quaint little building right on Main Street where you make the turn onto the 42 at the fire station, but I know that they were building a new building further down on Main Street maybe near the post office and the main public buildings. I forgot the name of the public library system because it wasn't just Monticello and had a different name but if you look it up, it's an excellent Library .wonderful warm staff, and the nice thing was thay they had all the old books that I grew up as a kid with and they had those for me to give to my children (I hope they come.along to the new building!) and then of course in the adult books they had all the new books and old ones and also a DVD collection and an audiobook collection very nice I use it every year

Where's the one in Liberty? Liberty is closer to me than Monticello...
Do they also offer membership similar to the one in Monticello?
