Credit/debit card for seminary

does anyone know the best debit/credit card to get for a girl going to seminary. She wants to open her own account and have a card she can use in israel that doesn't have transaction fees. small monthly fee is ok if there is no other option.
if anyone has experience with this, I'd appreciate the help.

Chase Sapphire preferred has no transaction fees if used for foreign exchange. You get the best current exchange rate at time of transaction.

When you say minimum balance, does that mean it can't go under that? b/c it will probably start off more than that, and then get used up during the year. Does that make sense? Also, I am in the midwest, and they don't have branches here. Can I open an account and somehow deposit checks remotely?

many many credit cards do not have international fees these days.

however, you need to know ur daughter. some girls will just spend, spend, spend, and hope to never hear from their parents about the astronomical credit cards bills. my parents deposted the minimum 2500 into a TD account and then added my money to spend on top of it. they kept a strict eye on it to ensure that the account never dipped below the 2500 and in the back of my mind, I kept that mind to make sure that I wouldn't pull out too much or they would be charged the $25 fee.
