When I speak to my daughter about developing, how do I answer this question of why we get hair there? She is very into how she looks and is not going to be happy about it. This is for sure. How can I put a positive spin on this? I mean, we shave or wax or laser our hair off so I can't say it's beautiful.

Google "health benefits of underarm and pubic hair." Some theories for underarm hair are: aid wicking of sweat and reduce friction between the skin there. Same for pubic hair plus it keeps away bacteria and dirt from sensitive inner parts.
There is no good answer to a girl whose body image will change. Impress upon her that this new body is hers for good and it signals her transition into womanhood. She can do whatever she wants to get rid of the hair, and that's fine too.
Have you considered giving her a book like The Wonder of Becoming You (by American Girl) or the Jewish one similar to that (don't know the name)? Something to help her make sense of all the changes happening to her body.

It's a sign of hormonal maturity. Like you said, if she doesn't like it she can take it off. Tell her that just like she styles the hair on her head she can trim that hair.

You could try the kabbalistic answer.
We have hair in places of action, where we can actively go do things. The head- brain, where we plan and execute ideas and actions. The beginning of the arms and legs. The hair comes around bar/bas mitzvah age when we are responsible for our actions according to the Torah.
There is a reason for men having on their face, and more in general, but I don't remember it.
Ask a mekubal for a clearer explanation.

I'm 40 years old and still don't know why we have hair in those places. I accepted that this is part of becoming a teenager.
