I'm an EI therapist. It's pretty unusual for a two month old to qualify for services for this, unless there is something else wrong, or a family history. Getting a second opinion won't do much. I would wait until three months before worrying too much. Eye contact is more important, since some babies just don't really smile all that much (although they should smile at least once in a while). In my personal life, some of my kids hardly smiled as babies, and when they became closer to one they became smiley and silly. One of my kids who smiled a lot as a baby became very serious as a kid.
I can just tell you that in six years of working in EI I have never been given a case of a 2, or 3 month old baby who didn't smile much or make good eye contact

My ds didn't smile or make eye contact until closer to 3 months. Since I have a nephew with autism, I was pretty nervous but the Dr wasn't. My ds was actually born 4 weeks early and I noticed that he reached all his milestones about 4 weeks later than most babies his age. BH he is a bright precocious kid, fully on par with others his age.
