Question. If I sent an Amex or Visa gift card to a friend in Israel, are those credit cards, or any other US credit cards, accepted?
If not. Is there any other creative way I can send a gift card?

Most international cards are excepted in most Israeli stores. VISA would be more likely than AMEX.

What city? What kashrus standards? For best mehadrin in Yerushalayim, IMO, by far the best is the Red Heifer.

American *credit* cards are accepted, but not gift cards, at least in my experience. In fact the ones I received as gifts even had "U.S. use only" printed on them.
The seller of the gift cards might be able to tell you if they could be used abroad. Or you might be able to buy an Israeli card online?
