what are average salaries for entry level preschool and elementary teacher in NY?

That's a very broad question. It will vary depending on what type of school, public, yeshiva, chassidish, MO, location - and does the teacher in question have a degree? Years of experience?
I am assuming for some reason that you are asking for someone with no experience and no degree - which means the school is likely in Brooklyn and I assume more chassidish or yeshivish. That means half day. Starting salary is usually in the low $20k.
Can you give more details so you will get better replies?

That's a huge starting salary! Teachers with no experience that I know made significantly less
