Does anyone know of a good but cheap dental insurance in Chicago?

Call a broker. I've used Shlomo simon 847-933-4230
Also I know a few people who found that dental insurance wasn't worth it. They paid more then they saved if they just needed the 2 cleanings and maybe a cavity or two over the year (could just be that was their plan)
You can sign up for private paid insurance at any time -like if you find you'll need more work.

I am new to this that you need a separate insurance for dental. in new york, it was part of my medical. we had medical, dental and vision....

Depends on the plan not the state. Some plans cover everything, others don't.
