Do Israeli cars and cabs usually have top tethers? I am going to visit and am considering bringing a car seat that requires a top tether for proper use.

Newer cars yes, cabs won't wait for you to tether. (Legally they're not obligated to let you use the carseat either; carseats are mandatory only in private vehicles and cabs are considered public transit.)

Wouldn't count on the top tethers.
When I'm installing a carseat in a cab I don't close the door until the seat is properly installed. I've never had a driver give me a hard time. If they would, I'd tell them to start the meter and wait for me to finish.

I don't know about tethers in general (my kid is too little), thought technically they should all have them, sicne cabs are all relatively new cars. Don't worry about the drivers - although I have had an occasional impatient one, many are very nice about installing car seats, even to the point of telling me to slow and not rush because it's important.
