How do I fix the neckline on these?

Beginning of the season I bought several of these sweaters for my kids.

They are not wearing anything underneath and the necklines were fine. Lately, after several washings and regular wear, the necklines have really stretched. Some undershirt straps are peeking out by the shoulders and generally the look isn't very neat.

I don't really know how to sew, but I have fixed stretched necklines on shells and other sweaters that had a different "edge" by inserting a rubber.

Is there any way to save and fix these tops?

Try the elastic for closing necklines. I think its called necklastic. It was made for tznius purposes. I've seen it on amazon.
Eta: or maybe its called ez-elastic.

What about just wearing a sleeveless half tee underneath? It will cover the neckline, but if it's a half tee, it won't have all the bulk of a regular shirt underneath.
