old navy, gap, and macy's have free returns by mail. But you need to spend a certain amount in order to get free shipping to you.
Do you specifically want free returns by mail? Many stores will offer you free returns to the store when you order online such as children's place, kohls, etc. and many often offer free shipping codes even though they don't always have free shipping.

Afaik, all Target orders qualify for free returns, but only Red Card holders get free shipping with no minimum.

And yes, Amazon only offers free returns on baby items, clothing, shoes, luggage, watches, etc.

Macy's offers free returns with a very generous return window.
ASOS offers free returns.
ShoeBuy and Shoes.com.
And Shoprunner offers free returns, and many stores participate in Shoprunner- just make sure to check out through Shoprunner. Some participating stores include Tommy Hilfiger, Claire's, NY & Company, Staples, Lord & Taylor. AMEX cardholders get free lifetime ShopRunner membership.
