Is there a organization in NY that helps with paying rent?

I have a friend who has 4 children and has been living in terrible conditions in an attic for the past 9 years with mildew and no washing machine and dryer. They can't afford to pay more rent then they pay now about $1,500. They live in a 2 bedroom and really need a 3 bedroom, but can't afford to move to something that would charge over $2,000 and those are the prices in Brooklyn. My friend can't work because she's not well, so they only have one income. Do you know of any organization that could help?

My brother lives in Bayswater because the prices are so high in Brooklyn. He and his wife travel about a half hr daily to Brooklyn. They have a very nice, 2nd story apt, 3 bedrooms, 2 bathrooms a living room, dining room and kitchen and they are paying $1500.00. Has she applied for government housing assistance?
