Saw the target ones for $13 and missed buying it. I was wondering if the quality\rain proof was up to par.

There are tons of "booties" around. Around here, they've been in stores for quite a few years.
I have a pair with Gore-Tex from Ecco. They are totally waterproof and comfortable.

I just ordered booties for my teens from Zara, at $20 a pair. I'm actually wondering if the biggest size might fit me (I wear a size 6, which can be like a 4 1/2 kids....)

Which style do you have cnc? I am looking on amazon and I see one that's a waterproof platform rain boot... is that it? Or is there another one that's not platform that's also waterproof...I don't prefer the platforms...
