There are a lot of issues with your idea:
1) the US is currently trying to curb the feral cat population, not increase it
2) Feral cats stake out their territory and guard it from all other cat families. That means that the same few cats will stay in one area and the rest will move elsewhere which means
3) There will always be more mice in any given area than cats
4) Feral cats quickly learn that ripping open garbage bags is easier than catching mice
5) A huge influx of feral cats could potentially adversely affect a stable ecosystem
6) having tons of cats around is gross. They poop all over your grass and yowl at night
