Last purim DS was 16 months. I put him in fire truck PJs and a fire hat. I hate costumes at that age.

can you dress her up in a beautiful, adorable dress? She can be a princess/Queen Esther.... so cute!
Oh, how I wish people would still do traditional Jewish megillah costumes...

That's a x-mas costume.
If she goes for that, there is some OU x-mas Ribbon candy they sell around here. I have also seen OU candy canes.
ETA These are kosher santas: http://www.candywarehouse.com/.....w_wcB
You can do a whole XMAS theme. Probably you can still buy stuff discounted this time of year.

Doctor - the white coat can be thin (can even be one of your/dh's shirts) and some accessories.
A lot of the store-bought costumes are made out of thin material that's great for just putting over regular clothes so easy to adjust for comfort level.
Princess or Queen Esther can just be a favorite Shabbos dress (I'm with agreer and the "good ol days" club) but if you know someone that size who has recently attended a wedding maybe they have something fancier to lend. The kid is 1 1/2, she really won't know the difference either way. Give her a plastic tiara and a little makeup and she'll feel spectacular.

A flower.
Green tights, green dress attach some fabric to the sleeves to be leaves when she spreads her arms. A big red collar around her neck and a hat. Brown shoes for the dirt.
