If I want to make these for MM can they be baked and frozen or should I assemble raw and freeze and bake motzei Shabbos?

Either freeze them raw, before rising.
Or freeze them baked, before frosting.

& if you freeze them raw ... they need more time to rise when they thaw

They don't rise they are made from puff pastry dough.

In that case I'd freeze them raw and bake them fresh.
