If they are made with Apple Juice
Brocho before eating this: Mezonos
Brocho after eating the proper shiur: Al Hamichya
If one is Koveah Seduah on this item, Hamotzi and Bentching are required.
If they are made with Water
Brocho before eating this: may require Hamotzi

Koveah seuda may happen by eating two, depending on the size, or eating other things with it that would make you full.
It varies slightly between Ashkenazim and Sefardim.
