Right now our lights are on all Shabbos. I don't know how to set up a shabbos timer for the lights? Can someone please explain how to go about this?

For your main lights, I don't think there's any way for a layman to put them on a timer system. You would need an electrician to look at your setup and see if it's possible and how much it would cost. Individual lights/lamps that plug in can be put on Shabbos clocks.

I saw once in Israel that the circuit breaker seems to have timers built in , so you could set the living room fixtures to go on and off on a timer.
Do they have this in the us? I'm having my house re-wired and was wondering if this is done in the US

Absolutely. I have lived in several houses in the US that have built-in full house timers. Ask your electrician.

We replaced some of our light switches with programmable timer switches. Something like this:

My father-in-law is pretty handy so he installed them, but if you don't know what you're doing with electrical definitely hire an electrician.
