How much info do you want to have before calling fsmily services. I don't want to add stress to a family if not necessary.

Are you talking about reporting to ACS, CPS, DCFS etc?
If you are a mandatory reporter, only a suspicion of abuse of a child is necessary in most places. You are not an investigator and for the protection of a minor you need to call. I know someone who was reported on a few times by a vindictive ex. It was always "closed for lack of evidence" or whatever the term is for not opening up a case. They always will investigate but for this person, it just involved a telephone call/in person meeting and sometimes a home visit to see there were smoke detectors, milk and food in the fridge, it was basically clean and no obvious health or safety hazards. In their words, "not a big deal besides for taking off of work".
