Do they annoy you as much much as they annoy me? On Friday I didn't have time to flat dry the dresses and hung them up instead. I tried to position the inner necklines so they'd dry properly but of course now they're sticking straight up.
Even when I flat dry them they don't always cooperate. I wish the clothing companies wouldn't make their clothes this way.

So when the dress dries, that little piece often dries sticking up and out of the dress instead of drying flat down behind the neckline, where it wouldn't be visible.

So annoying, I agree! You could try sewing in a few stitches by hand or using some of that no-stitch fabric glue (which I've never used myself but have seen in a dollar store) to force them to stay down. If you'd rather not do anything to change the dress, perhaps temporarily tacking down the area with a pin or two while it's still wet will force it to dry in place as you wish it to. Hope that helps.

Ah. It's called a "facing". if it really bothers you, you can replace the facing with binding tape sewn all around the neckline.

Does that hold better than adhesive hemming tape?
The adhesive is sounding pretty enticing right now.

I've never seen adhesive tape before, so can't compare. I would definitely try the easiest option first. I hope it works
