Can I use my regular Shabbos hotplate to warm up dairy on shavuos if I cover it?

Ask your LOR but as far as I know you can cook something on the stovetop whether milchig or fleishig as the burner doesnt absorb steam (hope that makes sense). The hotplate should be no different; you shouldnt even have to cover the food

Yes. You don't have to cover it if it is clean and you don't put food directly on it ( which I assume you don't)

We heard for a blech you need to cover with aluminum foil (maybe 2 layers - I don't remember).

I won't give a halachik answer to your OP, but would you want to leave your milchig oven (if you have separate) on a low temp for YT? I find the food warms so much better that way.

If a pan with meat and a pan with dairy are covered, one may place both of them in an oven l’chatchila. This is true, provided that the pans do not touch each other and do not touch the “opposite” food (e.g., a meat pan may not rest on a rack with dairy residue).

Based on this, I cant imagine you would have to cover the hotplate with anything but again, ask your LOR and report back.
