I'm making a photo book that is primarily text, but also has many pictures.
The program I am using (mixbook) does not support foreign language text, so I can't just put the Hebrew in text boxes like I am doing for the English.
I've tried taking a screenshot of the text, cropping it, and trying to insert it as a picture, but when I do it that way the text is too blurry to read.
Any suggestions for how to do this?

Create the page in photoshop save as PNG or JPEG and insert as picture.

I've saved text as a jpeg and inserted it as a picture--it worked pretty eell

If you don't have photoshop you can also just save publisher or word doc as jpg or pdf (if Mixbook supports that) the problem is your screenshot which has resolution too low to print

I work with publisher. Love it. Convert to pdf or jpeg and copy as image
